First Citizen of Arkham

The First Citizen of Arkham title is awarded to the player who, after an investigator victory, has the most unspent gate trophies.
If two players have the same number of gate trophies, the one with the larger number (not total toughness) of monster trophies wins the title.
There is no further tie breaker.
